Melt 3 tablespoons of the butter in saucepan on low heat. Stir in flour. Cook and stir 2 minutes or until bubbly. Gradually stir in milk until smooth. Cook on medium heat, stirring constantly, until mixture boils and thickens.
Add Velveeta and 1 1/2 cups of the cheddar cheese; stir until melted. Stir in cooked macaroni. Pour into 1 1/2 qt. casserole.
Melt remaining 1 tablespoon butter; toss with cracker crumbs. Sprinkle casserole with remaining 1/2 cup cheddar cheese and crumb mixture.
Bake at 350 degrees for 20 minutes or until thoroughly heated.
